President Truman was lying. Hiroshima was not a "military base" and the atomic bomb that obliterated it was intended and used purely as a terror weapon to wipe out as many civilians at one go as possible.

It worked.

But it did not save lives. Japan was ready to surrender without an invasion of the Home Islands, and Washington knew that.
